He was the head of the military intelligence in Venezuela during Hugo Chávez’s government, from July 2004 to December 2011. He was responsible for overseeing the security and intelligence operations of the country and had access to sensitive information and secrets.
He was accused by the US of being involved in drug trafficking, narco-terrorism, and weapons smuggling activities with the Colombian rebel group FARC and other criminal organizations. He allegedly used his position to protect and facilitate the shipments of cocaine from Venezuela to Mexico and the US. He was indicted by a US court in 2011 and 2013 on various charges.
He was arrested in Aruba in 2014 on a US warrant but was released after claiming diplomatic immunity as Venezuela’s consul general. He returned to Venezuela as a hero and was appointed as a deputy in the National Assembly by Nicolás Maduro.

He fought a long legal battle against his extradition and went into hiding for two years after escaping from house arrest.
He was finally extradited to the US on July 20, 2023, after Spain’s Supreme Court approved his transfer. He pleaded not guilty to all charges in a New York court and agreed to remain in custody until his trial. He faces a minimum sentence of 30 years and a maximum of life imprisonment if convicted.
