Sepulveda Pertence was born on November 21, 1937, in Sabará, Minas Gerais, Brazil. He graduated in law from the Federal University of Minas Gerais in 1960. He was active in the student movement and was the first vice-president of the National Union of Students (UNE) in 1959-1960.
He moved to Brasília, where he worked as a legal assistant for the prefecture of the Federal District in 1961. He started his master’s degree at the University of Brasília, where he also taught as an instructor and assistant professor from 1962 to 1965, when he was fired.
He passed the public exam for the position of prosecutor of the Public Ministry of the Federal District and Territories in 1963. He also worked as an adviser to Minister Evandro Lins e Silva at the Supreme Federal Court (STF) from 1965 to 1967. He was dismissed from the Public Ministry in October 1969 by the Military Junta of 1969, based on AI-5.

Sepulveda Pertence was a renowned jurist, professor and magistrate.
